Good article in the Washington Post on the growing use by local law enforcement of IMSI Catchers, also called "Stingrays," to monitor everyone's cell phone traffic and locations.

Stingray pretends to be a cellphone tower, and then uses jamming of certain frequencies to push your phone to use the Stingray device rather than a local cell phone tower.
