The D.C. Cir. issued an order requiring the FCC to justify its rules on why local calls to dial-up ISPs are not "local calls" for purposes of intercarrier compensation purposes.

Given the dramatic decline in the number of dial up ISPs and CLECs, this order comes rather too late to give carriers what they deserved. Still, it may end up costing the telcos some big money going forward.
BTW, mandamus is pretty rare. You have to really piss off a court before it issues a writ of mandamus.
