Link Harvest: Time Warner Full of Baloney When It Links Caps To Cost

This article in the NYT discusses the economics of last mile provision. As it notes, the argument that we need bandwidth caps because those who use more capacity drive up cost (TW COO Larry Hobbs says "if you go to a restaurant and you order salad and your friend orders steak, do you split the bill?") is specious. Intensity of use does not drive cost.
