Republican FCC Reform Bill Good Place To Start

I'm not sold yet on the Barton-Stearns FCC Reform Bill. But for all my cynicism over the party out of power suddenly discovering government reform, the bill in question seems a reasonable place to start discussions. I've got some concerns over some of the proposals, but that's what hearings and mark up are for.
