This should be interesting. By allowing Bell Canada to set a wholesale rate with usage fee on a per subscriber basis and bandwidth cap, CRTC has essentially delegated the price structure for the entire industry. Interestingly, CRTC also seemed to allow a catch all fee for the inevitable "obscuring" of bandwidth consumption. (Which I don't get at all if the issue is simply to prevent congestion that creates service degredation; if I "evade" congestion pricing by moderating my behavior to avoid congestion, isn't that the entire point of congestion pricing?)
