Lois McMaster Bujold Anticipated Finland by 20 years

Finland recently made broadband access a legal right.

What amuses me is that I recall a scene from Bujold's Barrayar in which Cordelia Naismith is shocked to discover that residents of the Caravanseri neighborhood of Vorbarr Sultana do not have access to the information grid. "But it's the first right in the Betan Constitution! The right to access information shall not be abridged."

Mind you, one of the debates today at the FCC is whether and how to fund telepresence technology to every school, which I think I also remember seeing in a science fiction story back in the 1990s.
