Update: I may owe Powell an apology

Subsequent stories have the only FCC source to go on the record as saying only that "a senior official" at the FCC ordered the report destroyed. The unnamed sources in the AP story finger Powell, but there now appears to be a greater factual dispute as to whether Powell ordered the report destroyed or whether some "senior officail" destroyed the report without Powell's knowledge.
