Function does, to a certain degree, follow form. Or, perhaps more accurately, form often influences outcomes in policy land. Since we are getting ready to appoint a new Registrar of Copyrights for the first time in 15 years (they have no time limits on appointment), we recommend a few necessary changes to address how the role of the Copyright Office has changed. First and foremost, they need to make it a functioning register. The backlog for registering a filing is a ridiculous 2 years in some cases.
