What situation am I describing?

Two sides locked in struggle. One side makes perpetual compromises on core issues, the other side continually increases its demands. When pressed, the other side maintains that even showing up for negotiation is a concession which the opposing party must answer with more concessions.

Despite a total lack of progress, the press by and large continues to insist that both sides are equally responsible and that the only way to proceed is to continue to negotiate and for the party that has so far made all the concessions to continue to make concessions. When memebrs of the party making concessions ask why they need to make all the concessions, those pressuring them will privately admit that the reason is because the other side refuses to make any concessions, and failure of the process is "not an option."

What process am I describing?
